Library Services and Technology Act (LSTA)
The Federal Library Services and Technology Act, a section of the Museum and Library Services Act, is administered by the Institute of Museum and Library Services.  LSTA authorizes the IMLS to support the following activities:

  • To promote improvements in library services in all types of libraries in order to better serve the people of the United States;
  • To facilitate access to resources and in all types of libraries for the purpose of cultivating an educated and informed citizenry; and
  • To encourage resource sharing among all types of libraries for the purpose of achieving economical and efficient delivery of library services to the public.

Grants to State Library Administrative Agencies
The Institute of Museum and Library Services provides federal LSTA funds to state libraries, including the State Library, using a population-based formula. In Louisiana, LSTA funds are used primarily to support statewide library initiatives and services such as:

  • Literacy and reading programs including the Summer Reading Program;
  • Developing the skills of Louisiana library directors and staff;
  • Statewide access to online databases;
  • Interlibrary loan network and delivery service; and
  • Library services for those with visual or physical disabilities.

Library Services and Technology Act Plan

LSTA Comments and Complaints Procedure
The State Library accepts comments, questions, and complaints about the use, administration, or distribution of LSTA funds - including fiscal, contractual and ethical concerns - from any Louisiana resident or member of the Louisiana library community. 

Comments and complaints will be addressed using the following process: 

  1. Comments and complaints are forwarded to the LSTA Coordinator. The Coordinator documents the concern, discusses the matter with the State Librarian, and IMLS staff as appropriate, and responds in writing (by email or formal letter) within a reasonable period.

  2. If the person making the comment or complaint is not satisfied with the response from the LSTA Coordinator, the matter will be forwarded to the State Librarian, who will respond as appropriate to the situation. The State Librarian is the final State Library of Louisiana authority for complaints regarding the State’s LSTA program. 

All written complaints, the SLAA’s response, and any supporting documentation are retained in the LSTA program files in accordance with the State Library’s records retention schedule. Comments and complaints regarding civil rights, nondiscrimination, Limited English Proficiency access, or access for individuals with disabilities are handled under a separate civil rights complaint procedure established by DCRT.
